Notas sobre las IDE de Lituania


En Lituania la inicativa IDE de ámbito nacional es la LISI (Lithuanian infrastructure for spatial information), la cual fue desarrollada en base a uno de los objetivos del proyecto que generó la LGII (Lithuanian Geographic information infrastructure). La LGII entre los años 2005 a 2099 desarrollo el marco jurídico de los acuerdo gubernamentales entre los organismos públicos, el sector privado y el público en general para tener acceso a los datos espaciales, además de establecer la base tecnológica de la LISI.

La creación de la LISI quedo establecida por medio de la Ley de la República de Lituania sobre Geodesia y Cartografía (Žin., 2001, No 62-2226; 2010, No 54-2649), la cual instaura el procedimiento para acceder a los datos espaciales. Además es la ley mediante la cual se llevó a cabo la transposición de la Directiva INSPIRE y la Directiva 2006/123/EC.

Un aspecto importante de la planificación de actividades de la LISI fue el referido a la formación. Consientes de la importancia de dotar de conocimientos a todos los potenciales actores y usuarios de los recursos IDE, se creó un programa de formación a distancia que se compone de 9 módulos, de 90 ECTS que en total suman 1090 horas de aprendizaje. Además de los alumnos de los organismos públicos y entidades locales, se sumaron cerca de 10 universidades y escuelas a este plan formativo, incluyendo los contenidos en sus programas de estudios relacionados con SIG.

El organismo encargado de la implementación de la Directiva INSPIRE es el Servicio nacional de tierras (NZT) dependiente del Ministerio de Agricultura. El NZT es un ente coordinador que trabaja en colaboración con los responsables de los conjuntos de datos espaciales incluidos en los anexos de datos INSPIRE. Además es el responsable de ofrecer estos conjuntos de datos a través de un geoportal

El geoportal de referencia a nivel nacional es el Lithuanian spatial information portal LSIP , el cual también es un producto del proyecto LIGI. El geoportal fue creado en 2008 y a la fecha aún esta en fase de desarrollo. Actualmente se compone 67 conjuntos de datos y 43 servicios WMS, 19 WFS y 1 WCS. Además del Catálogo Nacional de Metadatos, un visualizador y un sistema de gestión de contenidos.


El Catálogo Nacional de Metadatos también generado a raíz de la LISI se nutre de varias fuentes de datos, los metadatos son almacenados en un bases de datos centralizada en el GIS-Centras gestionado por el NZT, el cual posee un validador de matadatos que actúa de forma semiautomática durante el ingreso de los metadatos. El Perfil Nacional de Metadatos se basa en ISO 19115 e ISO 19119, posee un editor de metadatos que a su vez de basa en el estándar ISO 19139.

En el Seguimiento INSPIRE 2010 Lituania informo 100 conjuntos de datos ( 38 anexo I, 23 anexo II y 39 anexo III), el Seguimiento 2011 aún no ha sido publicado en el portal de INSPIRE.

In Lithuania the national SDI initiative is the LISI (Infrastructure for Spatial Information Lithuanian), which was developed based on one of the objectives of the project that generated the LGII (Lithuanian Geographic Information Infrastructure). The LGII between the years 2005 to 2009 developed the legal framework of governmental agreements between public agencies, private sector and the general public to access spatial data, in addition to establishing the technological base of the LISI.
The creation of the LISI is established by the Law of the Republic of Lithuania on Geodesy and Cartography (Žin., 2001, No 62-2226, 2010, No 54-2649), which establishes the procedure for accessing the spatial data. It is also the law by which the transposition of the INSPIRE Directive and Directive 2006/123/EC was carried out.
An important aspect of planning activities LISI was referred to the training. Aware of the importance of providing knowledge to all potential stakeholders and users of the SDI resource, a distance learning program that consists of 9 modules, 90 ECTS was created, that totals a 1090 hours of learning. In addition to students from public bodies and local authorities, 10 universities and schools joined this training program, including those matters related to SIG in their study programs.
The agency responsible for the implementation of the INSPIRE Directive is the National Land Service (NZT) under the Ministry of Agriculture. The NZT is a coordinating body working in collaboration with those responsible for spatial data sets included in the annexes of INSPIRE data. It is also responsible for providing these data sets through a geoportal
The reference geoportal is the Lithuanian national spatial information LSIP portal, which also is a product of the project Ligier. The geo-portal was created in 2008 and to date is still under development. Currently it has 67 data sets and 43 WMS services, 19 WFS and 1 WCS. In addition to the National Metadata Catalog and a viewer, a content management system.
The National Metadata Catalog, also generated following the LISI, is fed by various data sources, metadata is stored in a central database in GIS-Centras and is managed by the NZT, who has a metadata semi-automatic validator for the entry of metadata. The National Metadata Profile is based on ISO 19115 and ISO 19119 and has a metadata editor which is based on the ISO 19139 standard.
The 2010 Lithuanian INSPIRE Monitoring reported 100 data sets (38 Annex I, 23 Annex and 39 II Annex III), and the 2011 Monitoring has not yet been published on the INSPIRE website.
